Foster: Trump budget proposal 'disastrous' for hardworking Americans

"So these are not cuts, these are savings over the life of the 10-year window", he said at the House Budget Committee hearing on March 12.

"He's not cutting Medicare in this budget", asserted acting White House budget director Russell Vought.

But the head of a major hospital association was pushing back, saying in a blog that "arbitrary and blunt" Medicare cuts would have a "devastating" impact on care for seniors.

The wide-ranging proposal, which revives the president's push to build a U.S. -Mexico border wall, seeks to increase defense spending to $750 billion - including a new Space Force in the military branch - and to reduce non-defense accounts by 5 percent, according to the Associated Press.

He cast the proposed cut as the president's attempt "to balance his books" after giving more than $2 trillion in tax cuts to major corporations and wealthy Americans. The cost-saving covers some of the mandatory programs such as Medicaid, Medicare, and programs on federal health care.

"It is obviously a tough sell because of a divided government and a clash over the priorities of our nation", House Budget Committee ranking member Steve Womack (R-Ark.) told The Epoch Times, adding that the Republicans have done their job well in articulating the fiscal condition of the country.

"Over the next 10 years, we are confident that the economic policies of this administration ... will more than pay for the costs of the tax cuts", said Vought.

Neal, who has pledged to use his position has House Ways and Means chairman to protect Medicare, the federal health insurance program largely for people ages 65 and over, added that reaffirmed his commitment to "defending Americans' access to health care".

Questioned at the budget hearing by Rep. G.K. Butterfield, D-N.C., Azar acknowledged that the administration can not force Medicaid spending limits onto states, and Congress would have to approve such sweeping changes. The 2020 plan also calls for a nationwide Medicaid work requirement for low-income adults to be eligible for coverage.

Defending the plan, he said: "This budget contains almost $2.7 trillion in savings, more spending reductions proposed than any administration in history".

The vast majority of the Medicare changes are reductions in payments to providers, which already has several hospital groups up in arms.

"Providers are likely to say that the proposed cuts are likely to harm patient care, especially if they think there is some possibility that Congress will adopt them", said Neuman. However, some of the reduction is from shifting Disproportionate Share Hospital and Graduate Medical Education programs from Medicare to other parts of the HHS budget. Exempt from cuts: private Medicare Advantage plans favored by Republicans.

Advocates for Medicare beneficiaries had a measured reaction to the budget.

"Did President Trump acknowledge he was breaking a key campaign promise when he agreed to a budget that cuts Medicare?" demanded Democratic Representative Jan Schakowsky.
