The blaze broke out before dawn at Hotel Arpit Palace in a congested part of central Delhi.

As it stands, the fire has claimed lives of 17 people with nine injured and the toll could rise.

Delhi Fire Services officials told the Hindustan Times that they received a call at 4.35 am about the fire.

After an hours-long operation, firefighters rescued 35 people from the hotel, most of which was engulfed in flames.

Even though the law limits construction only to four floors, the hotel had a fifth floor, like some other nearby structures, Mr Jain said, adding that the kitchen and dining area on its top floor constituted another violation.

Deputy Chief Fire Officer Sunil Choudhary said, "The fire has been doused".

The fire department will conduct an inquiry into the incident and the Delhi Police has also lodged an FIR against the hotel administration and will further investigate the negligence caused on their part.

Thirty-five people were rescued and those injured were taken to the Ram Manohar Lohia Hospital.

Hotel Arpit Palace is located in Karol Bagh, an area popular with tourists for its budget hotels and shopping.

Frequent raids by civic authorities to enforce building codes, fire safety measures and evacuation procedures in New Delhi have failed to curb violations in this rapidly expanding city of more than 18 million people.

Accidental fires are common across India because of poor safety standards and lax enforcement of regulations.

Fire fighters searched rooms and toilets to ensure that no one was left trapped, Mishra said.

Unconfirmed reports say the death toll is likely to rise as numerous injured jumped from the burning building to the ground.

Four people were killed in November a year ago in a factory fire in Beadonpura area in Karol Bagh after a solvent used for laundering clothes spilt out on the floor accidentally.
