Secretary of State Mike Pompeo said Thursday that a full USA troop withdrawal from Syria announced by President Donald Trump last month will go ahead despite widespread criticism.

Of the nine countries Pompeo is visiting, five are without ambassadors.

"That does not strike people in the Middle East as a humble and engaging approach".

Turkey's foreign minister said it will launch a military attack against US-allied Kurds in Syria even if the Trump administration delays withdrawing American troops from the war-torn country.

The vacancies are especially problematic as the Trump administration continues to send contradictory messages about its policies toward friends and foes in the region. Under the War Powers Resolution, the president's power to enter into hostilities is extremely limited and involves a number of Congressional reporting requirements as well as time limits on how long US forces can remain committed overseas.

The US, along with Turkey, Gulf Arab states, and Jordan, has been supporting some rebel groups.

Clark was captured along with four other foreign jihadists two from Pakistan, one from Ireland and a fourth man, Zaid Abed al-Hamid, who also is believed to be from the United States, although that has not been confirmed.

Former Secretary of State Rex Tillerson faced fierce criticism from lawmakers and diplomats for leaving scores of top State Department posts and ambassador positions empty, sinking morale in Foggy Bottom. This withdrawal is a significant tactical blow to US allies in the country, but at the same time, Trump made the correct legal decision.

"By most accounts, Trump´s Middle East policy has made a messy Middle East even messier", said Aaron David Miller on Twitter, a former United States diplomat and now an analyst at Woodrow Wilson Center. The FBI has said about 300 Americans have left or tried to leave the U.S.to join ISIS.

The dozens of remaining vacancies stem from both political fights on Capitol Hill and Trump's apparent lack of urgency in putting forward nominees.

"We will complete the mission of taking down the last elements of the caliphate before we depart", said Pompeo, referring to ISIL.

Pompeo directly repudiated Obama's 2009 Cairo speech, which was an overture by the then-new president to the Islamic world. "It's a crying shame that this is the new normal".

Earlier that month, Washington announced that it will be withdrawing its troops from Syria within the next 60 to 100 days. It also sparked the resignation of Secretary of Defense James Mattis and of Brett McGurk, the diplomatic point person in the campaign against the Islamic State.

Turkish Foreign Minister Mevlut Cavusoglu has called for joint control with Russian Federation and Iran of U.S. troops' withdrawal from Syria, saying Washington is facing "certain difficulties" with the planned exit.

Aside from the American teen, the others were identified as Lucas Glass, 31, from Germany; Bimuraev Begjan, 30, from Russia; Askar Zarmanbetov, 27, from Ukraine; Sattibek Oshibaev, 30, from Kazakhstan; Mohammad Dawlat, 22, from Tajikistan; Adil Rahimov, 58, from Uzbekistan; and Farhad Qaderov, 28, also from Uzbekistan.

National security adviser John Bolton, speaking in Israel on Sunday, said the administration would delay the withdrawal until Turkey assures the safety of Kurdish fighters and ISIS is defeated.

"There's no change in our commitment to the defeat of the caliphate or of ISIS globally".

US Secretary of State Mike Pompeo (C) and his wife Susan (C-R) are welcomed by US ambassador to Iraq Douglas Silliman (C-L) as they arrive in Baghdad.

Currently, about 2,000 United States forces are in Syria, which is in the grips of a complex civil war.

President Recep Tayyip Erdogan contends the Syrian Kurds have links to Kurdish separatist forces inside Turkey that have long battled the central government.

Instead, Erdogan went on television and chastised America's national security adviser.
