Paris climate treaty COP24: Nations agree on global climate pact rules after impasse

Michal Kurtyka, a Polish official chairing the talks, sealed the deal on Saturday.

"We need to avoid straying from principles and spirit of the Paris agreement".

Meena Raman of Third World Network (TWN) said "it looks like USA writings is everywhere in the text".

After two weeks of talks in Poland, negotiations established the "rule book" that implements the worldwide climate treaty, which aims to limit the average increase in global temperatures to well below 2 C and avert the most catastrophic impacts of climate change.

Among the key achievements in Katowice was an agreement on how countries should report their greenhouses gas emissions and the efforts they're taking to reduce them.

"We will all have to give in order to gain", he said. The first report must be submitted by the end of 2024.

With several other members of the High Ambition Coalition, the European Union has set a good example by committing to increase its 2030 climate target by 2020, in light of the warnings of the IPCC calling for "rapid and far-reaching" action to keep global warming below 1.5 degrees Celsius.

During the two weeks of talks in Katowice - in the mining region of Silesia, a focus on the fossil fuel industry provided an unwelcome distraction for some countries and environmental groups which want to focus on cleaner energy. "All countries must adopt this and incorporate natural climate solutions in their nationally determined contributions (NDCs) to keep global warming below 2 degrees Celsius".

Pulling the pieces of the climate puzzle together, said China's Xie, was harder with Donald Trump in the White House.

Another sticking point remains over accounting rules for future carbon market mechanisms.

Under the rulebook, the participating countries shall update their voluntary goals of carbon emission reduction by 2020 with the pledges by the countries reviewed at a United Nations climate summit to be held in September 2019.

But a central feature of the Paris Agreement - the idea that countries will ratchet up their efforts to fight global warming over time - still needs to be proved effective, he said.

Brazil's delegation rejected the claim.

"There are still a range of possible outcomes and Brazil continues to work constructively with other parties to find a workable pathway forward", Antonio Marcondes, Brazil's chief negotiator, told Reuters.

"We need rich countries to commit to provide predictable climate finance", Adow told AFP.

The "rulebook" describes how countries are required to count their greenhouse gas emissions.

In New Delhi, India said the country demonstrated commitment and leadership during COP-24 by reaffirming its promise to implement the Paris deal in its spirit and to act collectively to address climate change.

Last year, the U.S. announced it woud pull out of the Paris climate pact but can not formally do so until 2020.

But more recently, a third plank of the regime was added to help nations cope with deadly heatwaves, drought and floods - amplified by climate change - happening today.

"If we let entire stretches of this planet become uninhabitable, then it will trigger enormous costs", Schulze told reporters, adding that developing technology to lower emissions would give Germany a competitive economic advantage.

At the COP24 talks, delegates clashed over financing, with poorer countries most affected by climate change demanding recognition of the damage that it causes and long-term financial support.
