That measure is meant to stop Governor-elect Tony Evers and Attorney General-elect Josh Kaul, both Democrats, from following through on campaign promises to end Wisconsin's challenge to the federal healthcare law known as Obamacare.

The move comes almost a month after Gov. -elect Tony Evers, a Democrat, narrowly beat Republican Gov. Scott Walker.

The measures would also require the attorney general to get legislative approval to withdraw from lawsuits. It would also limit early voting to no more than two weeks before an election, a restriction similar to what a federal judge ruled was unconstitutional.

"The incoming secretary of state was elected to preside over election matters", said Senate Minority Leader Jim Ananich of Flint. Walker has already signaled general support for the legislation.

The GOP lame duck power grab continued Thursday evening as Republicans in the state House passed legislation created to strip power from incoming Democrats on the Michigan State Board of Education.

Wisconsin's incoming Democratic governor is condemning moves by Republicans legislators to weaken his power.

The pre-existing conditions measure failed after all 15 Democrats in the Senate and two Republicans voted against it. But since he lost his re-election bid to Democrat Tony Evers, Republicans have pushed the last-minute effort to shift some of that executive branch power to the Legislature.

Kaul vowed to withdraw Wisconsin from a multi-state lawsuit that seeks a repeal of the Affordable Care Act, known commonly as Obamacare.

Evers said he plans to make a personal appeal to his defeated rival to veto the legislation that would strip the new administration of some powers.

Republicans on Wednesday passed far-reaching legislation that cuts into both Evers' powers and those of the Democrat who will take over as attorney general next month. The bill would limit the governor's ability to put in place administrative rules that enact laws and give the Legislature the power to control appointees to the board that runs the state economic development agency until September 1.

"She's perfectly capable of figuring out who is a Democrat and who is a Republican without the help of this lame-duck Legislature".

The proposal up for a vote would weaken the governor's power to put in place administrative rules enacting state laws.

Republicans dispute criticism that the legislation would undermine the role of the attorney general.

Democrats also criticized the bill that would prescribe how Benson randomly selects the four Democrats, four Republicans and five independents to sit on the redistricting panel.
