That measure is meant to stop Governor-elect Tony Evers and Attorney General-elect Josh Kaul, both Democrats, from following through on campaign promises to end Wisconsin's challenge to the federal healthcare law known as Obamacare.
The move comes almost a month after Gov. -elect Tony Evers, a Democrat, narrowly beat Republican Gov. Scott Walker.
The measures would also require the attorney general to get legislative approval to withdraw from lawsuits. It would also limit early voting to no more than two weeks before an election, a restriction similar to what a federal judge ruled was unconstitutional.
"The incoming secretary of state was elected to preside over election matters", said Senate Minority Leader Jim Ananich of Flint. Walker has already signaled general support for the legislation.

Republicans on Wednesday passed far-reaching legislation that cuts into both Evers' powers and those of the Democrat who will take over as attorney general next month. Republicans have rushed to pass that bill before January, when they will lose the legislative supermajority allowing them to overturn Democratic Governor Roy Cooper's veto. That measure is awaiting a final legislative vote in the state Assembly. We want more people involved in our democracy - not less.
The vote by the Republican-controlled Wisconsin Legislature to strip power away from the incoming governor and attorney general split for the most part along predictable partisan lines. That chamber ultimately approved the package 17-16, with just one Republican voting against it, around sunrise.
Republicans maintained legislative majorities in the midterms, winning 11 state Senate seats to Democrats' six and 63 state Assembly seats to Democrats' 36.
The bill would limit the governor's ability to put in place administrative rules that enact laws and give the Legislature the power to control appointees to the board that runs the state economic development agency until September 1.
"She's perfectly capable of figuring out who is a Democrat and who is a Republican without the help of this lame-duck Legislature".
The proposal up for a vote would weaken the governor's power to put in place administrative rules enacting state laws.
Republicans dispute criticism that the legislation would undermine the role of the attorney general.
Democrats also criticized the bill that would prescribe how Benson randomly selects the four Democrats, four Republicans and five independents to sit on the redistricting panel.
