Turkish President Tayyip Erdogan has said the order for Khashoggi's killing came from the highest level of the Saudi government but probably not King Salman, putting the spotlight instead on Salman's heir and de facto ruler Prince Mohammed.
Bob Corker of Tennessee and Lindsey Graham of SC are leading the charge to offer new legislation that would rebuke Saudi Crown Prince Mohammed bin Salman, as well as potentially limit U.S. involvement in the Saudi-led war in Yemen, saying their push was bolstered by the classified briefing, which detailed intelligence linking the Saudi leader to the murder of the US-based journalist.
But two key senators from Trump's own Republican party said Tuesday that a briefing by the CIA's director had strengthened their conviction that Prince Mohammed directed the murder.
Saudi Arabia has said the crown prince had no prior knowledge of the murder.
The office of Istanbul's prosecutor on Wednesday issued an arrest warrant for two Saudi officials for their alleged links to the murder of journalist Jamal Khashoggi at the kingdom's consulate in Turkey.
He stated, "I believe it's vitally important to USA national security interests to make a definitive statement about the brutal murder of an American resident - Mr. Khashoggi - who has three American citizen children".
The Senate is expected to vote on the war powers resolution next week, but lawmakers have not yet agreed on how, or whether, it should be amended.
Corker is confident that the crown prince is culpable in the murder.

The Tennessee Republican added: "If he was in front of a jury, he would be convicted in 30 minutes".
"If our government knows that Saudi leaders were involved in the murder of a USA resident, why shouldn't the public know this?" he said.
While Turkish and American intelligence reports indicate that MbS was in on the murder, Trump has attempted to vindicate the prince on the grounds that punishing him would hurt United States political and financial interests and in the region and above all, hurt Israel.
Trump alluded to this business relationship in a statement absolving Saudi Arabia of the murder.
Last week, Pompeo claimed there was no definitive evidence that MbS was behind Khashoggi's murder, while Mattis simply said there was "no smoking gun". Whatever was revealed in that Central Intelligence Agency briefing had to be irrefutable for so much of Trump's senate supporters to lash out like this.
He serves on the House Intelligence Committee.
Saudi Arabia has detained 21 people and seeking the death penalty for five. "I disagree with that assessment" Rubio said. He said you'd have to be "willfully blind" to ignore the evidence and that there is "zero chance" that MBS is innocent in the matter. "But since I have such respect for them, I'm going to assume they are being good soldiers ..."
