A federal judge temporarily blocked construction of the controversial Keystone XL pipeline, ruling late Thursday that the Trump administration had failed to justify its decision granting a permit for the 1,200-mile long project created to connect Canada's tar sands crude with refineries on the Texas Gulf Coast.

Four days after Trump was sworn into office, he invited TransCanada to resubmit its permit application.

He noted that the State Department denied the permit in 2015, relying on climate change information under the Obama administration, which the Trump administration simply dismissed.

Morris' ruling came as Canadian energy company TransCanada began delivering pipe to Montana in anticipation of construction in 2019.

TransCanada, which is pushing the project, did not immediately respond to a request for comment early Friday. The Trump administration can appeal to a higher court.

US President Donald Trump had granted a permit for the pipeline.

The ruling is a victory for environmentalists, tribal groups and ranchers who have spent more than a decade fighting against construction of the pipeline that will carry heavy crude to Steele City, Nebraska, from Canada's oilsands in Alberta.

The court blocked any activity furthering the construction or operation until the U.S. State Department completes a supplement to a 2014 environmental impact statement that complies with the National Environmental Policy Act and the Administrative Procedure Act.

"The department's 2017 conclusory analysis that climate-related impacts from Keystone subsequently would prove inconsequential and its corresponding reliance on this conclusion as a centerpiece of its policy change required the department to provide a 'reasoned explanation, '" Judge Morris said.

The privately financed pipeline is projected to stretch 1,179-miles (1,897km) from the oil sands of Canada's Alberta province, through Montana and South Dakota, to rejoin an existing pipeline to Texas. Native American groups in Montana and elsewhere fought the Keystone project as well, saying its route failed to adhere to historical treaty boundaries and would impinge on their water systems and sacred lands.

Environmentalists called the ruling a "major setback" for the pipeline project.

"An agency can not simply disregard contrary or inconvenient factual determinations that it made in the past", Judge Morris said in his ruling.

Morris said in his decision Thursday the government's analysis didn't fully study the cumulative effects of greenhouse gas emissions, the effects of current oil prices on the pipeline's viability or include updated modelling of potential oil spills. He signed an executive order supporting its construction in March of past year.
