Cesar Sayoc is seen in a booking photo, in Miami.

Trump's comments came shortly after the discovery of two more suspicious packages, addressed to the New Jersey senator Cory Booker and former intelligence chief James Clapper, pushing the total number of devices intercepted by authorities to 12.

CNN also received one of the suspicious packages at its NY office.

A law enforcement source said that DNA evidence on one of the devices played a part in leading investigators to the suspect, CBS News senior investigative producer Pat Milton reports.

At a press conference Thursday, officials in NY would not discuss possible motives or details on how the packages found their way into the postal system.

News of the arrest followed an eyebrow-raising presidential tweet in which Trump blamed "this "Bomb" stuff" for usurping political media coverage and stifling early-voting turnout for pivotal US midterm elections.

A bomb squad unit removed a package that was addressed to the Hollywood actor at his office in Manhattan. He has been convicted on theft, stolen property and traffic charges and in 2002 on a threat to "throw, place, project or discharge any destructive device".

Two of the packages were sent to former Vice President Joe Biden.

The Republican president congratulated law enforcement for what he called a "fantastic job" which he likened to "finding a needle in a haystack".

In Washington, Attorney General Jeff Sessions cautioned that Sayoc had only been charged, not convicted.

"We will find you, and we will prosecute you to the fullest extent of the law".

Authorities also seized a white van that Sayoc appeared to have used as his dwelling, its windows plastered with pro-Trump stickers, the slogan "CNN SUCKS" and images of Democratic leaders with red cross-hairs over their faces.

"When we choose violence over dialogue and political discourse, it's a sad day in America". As in comments earlier in the week, he did not mention that the package recipients were all Democrats or officials in Obama's administration, in addition to CNN, a news network he criticizes nearly daily.

In a statement released by his publicist on Friday, he said: "there's something more powerful than bombs, and that's your vote".

"This is at a torrid level that is just unpalatable", New York Gov. Andrew Cuomo said Friday. A search of a postal database suggested at least some may have been mailed from Florida, one official said. Officials are trying to determine if the sender or senders was trying to sow fear or actually cause physical destruction.

The FBI said Friday that the package for Booker was found in a Florida mail facility.

Investigators believe the mailings were staggered.

In addition to the Federal Bureau of Investigation, the NYPD and the U.S. Postal Inspector Police are on the scene. Officials don't think they were sitting in the system without being spotted. He also had several arrests for theft in the 1990s. He filed for bankruptcy in 2012. The packages contained timers and batteries, but were not rigged to explode upon opening. But they were uncertain whether the devices were poorly designed or never meant to cause physical harm. I wouldn't blame De Niro or any of the other targets if they didn't speak out right away-a threat on one's life (of the life of those close to them) is a terrifying and horrendous thing no one should have to go through.

Waters and Biden were each sent two packages. It was not delivered and was instead sent to the labeled return address - listed as Wasserman Schultz's office. Each listed Debbie Wasserman Schultz, former chairwoman of the Democratic National Committee, as the sender, including misspellings of her last name, the Federal Bureau of Investigation said. The motive is unknown, but the recipients are all prominent targets of right-wing criticism and, in many cases, of Trump himself.

In a phone interview, Clapper told CNN, "It appears they got the correct spelling of my name.it's not a surprise".

Mr Clapper told the news channel, where he works as an analyst, that the incidents were "serious" and "definitely domestic terrorism". Several of the packages went through a US postal facility in Opa-locka, which is less than 10 miles from Aventura.

Meanwhile, authorities are examining the devices at the Federal Bureau of Investigation lab in Quantico, Virginia.
