The storm, which was the strongest the world has seen this year, was not as ferocious as feared, though due to the remote areas where the typhoon hit, the full death toll and extent of the destruction is still unknown.

The Philippine News Agency reported that strong winds and rains hit Laoag City, the capital of the Philippines' province of Ilocos Norte, on the evening of September 14, and more than 2,000 people living in low-lying areas in Ilocos Norte had evacuated.

The capital Manila was also under severe storm warning.

Hong Kong braced for heavy rain and wind as Typhoon Mangkhut barreled toward the city Sunday, regaining some strength after taking a powerful swipe at the Philippines a day prior that left at least 28 people dead.

The Philippine disaster agency said two rescue workers died while trying to free people trapped in a landslide in the mountainous Cordillera region, while police said a body had been found in a river in Manila.

More than 4 million people were declared at risk from the storm, and around 87,000 evacuated, with 105,000 are staying in temporary shelters, according to Reuters.

Authorities were verifying the drownings of three people, including two children.

Mangkhut's northwesterly track will bring heavy rain and winds to the autonomous region of Guangxi early on Monday, before the storm weakens into a tropical depression to reach southwestern Yunnan on Tuesday.

Officials told CNN Philippines the cost to rice and corn crops could be upward of $116 million, with more than 1,220,000 hectares of fields expected to be damaged by the storm. Authorities are also checking what happened to about 70 men who reportedly returned to their coastal village to check on their homes during the typhoon onslaught.

Winds of 127 miles per hour were measured on Friday alongside gusts of up to 158 mph, forecasters said, and it could get even stronger.

The Tuguegarao airport terminal was badly damaged, its roof and glass windows shattered by strong winds that also sent chairs, tables and papers flipping about inside, Lorenzana said.

The fear of Mangkhut is remembered by the Philippians in the form of Typhoon Haiyan, which had caused enormous damage in 2013 causing the death of more than 6,000. Almost 48,000 houses in those high-risk areas are made of light materials.

The city is bracing for its impact: Many businesses and homes are shuttered, nuclear power plants in the storm's path are "in combat readiness" and hundreds of flights from the Hong Kong International Airport have been cancelled, according to theSouth China Morning Post.

"Remain where you are if protected and be prepared for destructive winds and the change in wind directions", warned the Hong Kong Observatory, the city's meteorological agency, in an alert on Sunday afternoon.

As shown from the Himawari 8 satellite, Typhoon Mangkhut heads towards Hong Kong.

The storm will make its closest brush with Hong Kong around noon local time, side-swiping the densely populated city on its way to China's Guangdong province.

A government damage assessment was underway except in areas still being battered by winds and rain.
