Donald Trump has issued a disaster declaration for North Carolina as Tropical Storm Florence continues to dump an "epic" amount of rainfall on the USA state.

The storm's first casualties, which included a mother and her baby killed when a tree fell on their brick house in Wilmington, North Carolina, were announced about eight hours after Florence came ashore on Friday (local time). The child's injured father was taken to hospital.

At least 14 deaths from the storm have been confirmed, including a man and a woman in Houry County who died from carbon monoxide poisoning. Also, a 77-year-old man was apparently knocked down by the wind and died after going out to check on his hunting dogs, Lenoir County authorities said, and the governor's office said a man was electrocuted while trying to connect extension cords in the rain.

"This system is unloading epic amounts of rainfall, in some places measured in feet and not inches", North Carolina Governor Roy Cooper told a news briefing. Cooper cited a National Weather Service forecast that said almost the entire state could be covered in several feet of water.

Florence was a Category 3 hurricane on the five-step Saffir-Simpson scale with 190kmh winds on Thursday.

Florence plowed into the Carolinas, knocking down trees, gorging rivers, dumping sheets of rain as it lumbered slowly inland before it was downgraded to a tropical storm still capable of wreaking havoc.

Meanwhile, in SC, at least one gator seemed to be cool with the outer bands of wind and rain that whipped the Myrtle Beach area.

More than a day after Florence's eye passed through southeastern North Carolina, a slower, and potentially more destructive threat emerged: pounding rains and a storm surge that pushed rivers over their banks, overflowing into small inland towns.

The National Hurricane Center said Florence broke a North Carolina rainfall record that had stood for nearly 20 years: Preliminary reports showed Swansboro got more than 30 inches (75 centimeters) and counting, obliterating the mark set in 1999, when Hurricane Floyd dropped just over 24 inches (60 centimeters) on the state. Although the storm is passing north of Myrtle Beach, the concern now is that river water from North Carolina will flow into the area and combine with all the water that is already there.

Water rescues were continuing on Saturday.
