Major river flooding expected to continue into early next week. Duke Energy provides power to 4 million people across the Carolinas.

One resident, 67-year-old Linda Smith, told the MailOnline: "We're a little anxious about the storm surge so we came down to see what the river is doing now".

More than 680,000 customers in North Carolina were without power and 21,000 people were being housed in 157 shelters across the state.

"I'm looking down the street and I'm amazed, I've never seen this kind of damage here", said Shawn Hublin, another New Bern resident. She said the shop, with an electric generator, was safer than their nearby home. Officials in South Carolina's Craven County say conditions are much worse than some residents expected, with almost 500 people calling the local emergency services hotline asking for help.

The American government is ready to deal with the aftermath of the hurricane but people should get out of the way, Trump said.

Authorities warned, too, of risks of mudslides and environmental disasters from floodwaters washing over industrial waste sites and hog farms.

"This is going to be a very trying period for the state", he said."We're liable to have flash floods, bridges and roads washed out".
