Australian Prime Minister Malcolm Turnbull has narrowly survived a leadership challenge - putting an end, for now, to speculation about his political future.

In a vote carried out this morning, Mr Turnbull won the challenge to decide the leadership of the Liberal Party and the government 48 votes to 35, after earlier declaring the Liberal leadership vacant.

"Even with strong support in the party room, if a small number of people are not prepared to vote with the government on a measure, then it won't get passed", Turnbull told reporters.

With both leadership positions spilled, the foreign affairs minister Julie Bishop's position as deputy Liberal leader was also opened, but she was the only one to nominate and was therefore re-elected.

Dutton, the Home Affairs minister, has resigned from the frontbench, which will trigger a reshuffle.

The dissent has been actively fomented by Tony Abbott and his supporters.

Australia is due to hold a general election sometime before May next year.

Turnbull had attempted to see off a challenge by retreating on energy policy that was contentious among the conservative wing of his party, but his backdown was not enough.

On Monday Turnbull had declared he had Dutton's "full support".

Turnbull said his slim parliamentary majority and internal dissent, with some government members saying they would vote against the energy policy, left him no option but to remove the emission cuts that were part of the Paris Climate Agreement.

Dutton will now move to the back bench following the contest, leaving the "wounded" prime minister to reshuffle his cabinet.

A report in The Australian suggests Mr Turnbull had lost confidence of nine Liberal cabinet ministers - half of the Liberal contingent.

"I've spoken to him directly and he's told me he supports Malcolm Turnbull", Pyne said.

"We can win next year if we become united and stick with Mr Turnbull", Mr Pyne said.
