Rand Paul has delivered a letter from President Donald Trump to Russian President Vladimir Putin, the Russian leader's spokesman said Wednesday.

Jeremy Montanez said he was bothered by Trump being "a suck-up to Vladimir Putin, because obviously that country has something on him".

Paul boasted via Twitter Wednesday morning that he was "honored" to deliver the missive which he said "emphasized the importance of further engagement in various areas including countering terrorism, enhancing legislative dialogue and resuming cultural exchanges".

While Trump obliged the senator and wrote the letter, the White House said the idea that Trump asked Paul to deliver the letter to Putin on Trump's behalf is not true.

A contingent of eight Republicans spent Fourth of July in Moscow ahead of Trump's meeting with Putin, but returned to face a public backlash that they had failed to press Russian Federation on its interference in the 2016 election. On the Senate floor, Paul objected to a resolution expressing support for the intelligence community, as well as special counsel Robert Mueller's investigation, calling it a sign of "Trump derangement syndrome".

Such issues have been discussed between United States and Russian leaders for decade, but they have since been overshadowed by an array of controversies including Syria, Ukraine and claims of Russia's meddling in Mr Trump's 2016 election campaign. Trump sparked outrage by accepting Putin's word over that of his intelligence agencies at a Helsinki news conference.

The summit meeting of Vladimir Putin and Donald Trump in Helsinki on July 16 was the first full-fledged Russian-US summit during Trump's presidency.

Paul remained supportive of Trump following the US President's performance during a news conference with Putin in July.

Paul, a member of the Senate Foreign Relations Committee, has continued to meet with Russian officials in Moscow this week along with visiting the US embassy. Trump said then that he doesn't "see any reason why" Russian Federation would be responsible for the election hacking, accepting Putin's denial over the USA intelligence community's assessment.

Trump's efforts to improve ties with Russian Federation have not yielded significant results.

At the time, uncertainty about what Mr Trump and Mr Putin discussed during the private meeting in which members of the press were also banished from caused a stir.
