America's Health Insurance Plans, the main health insurance industry trade group, said in a statement that it is "very discouraged" by the Trump administration's decision to freeze payments.

Navigators applying for funding will also be encouraged to show how they will educate people about the newly expanded alternatives to Obamacare, such as association health plans and short-term plans.

Since Republican campaigns to kill Obamacare failed in Congress a year ago, the Trump administration has been taking every opportunity to sabotage the Affordable Care Act.

Nicholas Bagley, an assistant professor of law at the University of Michigan Law School, wrote in a health services research blog, "The Incidental Economist", that the Centers for Medicare and Medicaid Services is wrong to interpret the federal court ruling as preventing it from making payments.

Since Congress was unable to pass such a law, Trump and his aides have been taking a series of steps to weaken the law through administration maneuvers.

Trump administration officials said they made a decision to suspend payments under the program because of a ruling in February from a Federal District Court in New Mexico.

The Trump administration's move "will significantly increase 2019 premiums for millions of individuals and small business owners and could result in far fewer health plan choices", association president Scott Serota said in a statement.

"Based on guidance from the Department of Justice, the Department of Health and Human Services has concluded that there is no appropriation for cost-sharing reduction payments to insurance companies under Obamacare". Almost 9 in 10 people buying coverage on the ACA exchanges qualify for federal subsidies based on their incomes, and the amount those subsidies rose past year because of an increase in silver-plan premiums.

As for the priority given to applicants that help spread the word about non-ACA health plans, Edwards said: "It's inappropriate".

Oscar Insurance Corp., another startup, will enter six new markets.

The nonprofit consortium was the largest recipient of federal navigator funds in North Carolina a year ago, handling more than $2.4 million to cover the expenses of 219 navigators across the state.

Trump asked federal agencies last fall to look for ways to expand the use of these plans, which could offer skimpier coverage for lower cost.

This time, the agency which conducts the medical insurance markets is slashing funds for organizations which assist individuals to search for the policy, forcing the classes to make do with roughly one-fourth of the national funding they obtained to this year's open enrollment.
