The Trump administration announced Saturday that it will temporarily halt billions of dollars in payments under the Affordable Care Act's risk adjustment program, a move that could shake up insurance markets.

Insurance stocks may be a focus in Monday morning's trading.

The Trump administration is cutting most of the funds previously provided to groups that help people get health insurance under the Affordable Care Act and will push them to promote plans lacking the law's benefits and protections, a government agency said on Tuesday.

Since Republican campaigns to kill Obamacare failed in Congress a year ago, the Trump administration has been taking every opportunity to sabotage the Affordable Care Act.

Since then, it has taken administrative steps to weaken the law, including the removal of the individual mandate - which required everyone to purchase health insurance.

About 20 million Americans have received health insurance coverage through the program.

Health insurers and Covered California officials are facing another curveball from the Trump administration on the Affordable Care Act that could rattle the insurance market.
