Mia Irizarry planned to spend her birthday last month celebrating with friends at Caldwell Woods, a sprawling forested area on Chicago's Far Northwest Side.

Puerto Rico is a USA territory and Puerto Ricans are US citizens, dating back to the signing of the Jones-Shafroth Act in 1917.

An officer from the Forest Preserves arrived, but video shows he didn't intervene, even as the man invaded Irizarry's personal space and continued to harangue her. Irizarry can be overheard saying on the video that's she's "uncomfortable" several times, but the officer does nothing.

"You should not be wearing that in the United States of America", he said, pointing at her.

"You should not be wearing that in the United States of America", the man tells Irizarry. 'The world is not going to change the United States of America.

In the video, Trybus demands to know why the woman is wearing a shirt displaying the Puerto Rican flag.

Later she says: "Officer, I feel entirely uncomfortable, can you remove ... please officer" as the officer is seen walking away from her.

The officer can then be seen talking to Trybus, who gesticulates back and tells him to "shut the f*** up".

Irizarry is heard asking the man to please get away from her, and begging the nearby officer, Connor, for help.

Facebook A woman was attacked by this man at a park near Chicago because she was wearing a Puerto Rico flag shirt. The video shows a man angrily approaching a woman who is filming him as he yells "You're not gonna change us" while a nearby police officer stands by his auto and looks away as the distressed woman calls out for help.

Video of the June 14 incident at an undisclosed Cook County Forest Preserve has since gone viral, garnering more than 1 million views on Facebook alone. The officer captured on the video has been assigned to desk duty while his inaction is investigated, according to a statement from the department.

Puerto Rico Governor Ricardo Rossello responded on Twitter, "Today a video surfaced of an undignified event in which a Puerto Rican woman was brutally harassed by a bigot while an officer did not interfere".

Roselló criticized the officer's behavior but expressed faith that local authorities would appropriately address the incident, which seems to have taken place in Cook County, Illinois.

The female officer is heard telling the man that he may face charges "for not being compliant, and you don't come here harassing people".

Irizarry posted the 36-minute video to her Facebook page on June 14.

Finally, multiple police cars pull up, responding to a separate incident, and a female officer informs the man he's intoxicated.

Preckwinkle called the video "completely unacceptable" and said she was "troubled" by the officer's response to the "terrible" incident. "You know that right?" "We protect Puerto Rico". "Puerto Ricans have been part of the United States and we've been fighting wars with other fellow Americans. This is not the America we all believe in". "People need to understand that".
