Gov. David Ige signed the bill Tuesday that makes selling sunscreens with oxybenzone and octinoxate illegal. It is particularly targeted at the sunscreens that consists the chemicals such as oxybenzone and octinoxate.

In May, the state House and Senate passed legislation that prohibits the sale and distribution of sunscreen with the active ingredients in the top-rated brands "without prescription from a licensed healthcare provider".

The bill is opposed by various companies and business associations and some dermatologists, who worry that the ban may discourage people from wearing sunscreen-a proven defense from exposure to UV radiation from the sun, which can cause skin cancer.

"So, Hawaii is definitely on the cutting edge by banning these unsafe chemicals in sunscreens", Gabbard said in an email to the newspaper.

Between 6,000 and 14,000 tons of sunscreen are released onto coral reefs every year, a 2015 paper found. Scientific studies have shows that oxybenzone and octinoxate are toxic to corals and other marine life. The prohibition takes effect in 2021.

State Rep. Mike Gabbard (D) touted the law as a "first-in-the-world" measure when it passed the state legislature in May.
