The KBA mentioned that it believed Daimler had equipped the device in the majority of its "Euro 6" classified diesel engines, meaning that at minimum, vehicles manufactured after September 2014 when the pollution standard became effective.
Mercedes-Benz is disputing whether or not the devices are indeed illegal, but would not confirm how many vehicles they were installed in.
"The federal government will order an immediate official recall because of illegal defeat devices", Scheuer said in a statement.
The German transport Ministry, the Kraftfahrt-Bundesamt (KBA), has ordered the carmaker to recall 238,000 vehicles to rectify unauthorised diesel emissions cheating software.
The move mostly affects Vito vans and diesel-powered versions of GLC 4x4s and C-class sedans, Scheuer added. A Daimler spokesperson told German language newspaper Bild am Sonntag, who first reported the story, that the automaker was "cooperating to a full extent and transparently with the KBA and the federal transport ministry".
German authorities have been cracking down on manufacturers since the Volkswagen Dieselgate scandal first besmirched the reputation of its domestically produced vehicles.
In January 2017, US regulators ordered a stop-sale of several Fiat Chrysler Automobiles' diesel-powered models, including its Jeep Grand Cherokee, after regulators said it emitted more nitrogen oxide than allowed by law.
This week Dr Zetsche claimed Daimler had found a technical solution to update the software on the offending cars, which he hoped would help the company to avoid a fine.
In contrast to the Volkswagon emission scandal of 2015 - which led to VW admitting to intentionally designing engines to circumvent emissions testing - Daimler has not admitted to any wrongdoing.
That said, it has pledged to remove the software and to cooperate with authorities, the ministry said.
The reports allege that two engines (OM 642 and OM 651) come with devices that shut down emissions controls under certain situations.
Evercore ISI analyst Arndt Ellinghorst said the recall would not harm the company.
