The CDC "Vital Signs" report said that more than half of people who commit suicide do not have a diagnosed mental health condition. In 1999, then-Surgeon General David Satcher issued a report on the state of mental health in the country and called suicide "a significant public health problem". Suicidal tendencies are most often first seen when people are 10 to 24 years old, it says.
