A bench headed by Chief Justice Dipak Misra asked Attorney General K K Venugopal to modify the scheme and submit it for approval on Thursday.

The government should stop playing second fiddle to the Centre and assign senior advocates to represent Tamil Nadu in the Supreme Court.

Mr Divan told the court that "this scheme will be effective on us for 15 years and we have a right to say something".

The bench has now fixed the matter for Thursday to consider the modified draft scheme, which will ensure compliance of the February 16 apex court judgement relating to Cauvery water distribution among four States.

CJI refused the plea of senior counsel Shyam Divan to defer the hearing till July as the government formation in Karnataka is yet to take place.

The apex court had slammed the central government for the "sheer contempt" of its orders by not framing a scheme to distribute Cauvery water among Tamil Nadu, Karnataka, Kerala, and Puducherry.

However, the Centre failed to submit any scheme related to the distribution of Cauvery water within the given time.

The state government has also objected to Centre's proposal to have the headquarters of the Management board in Bengaluru.

According to a report published in Hindustan Times, the Kerala government has also demanded that the control of dams and reservoirs should lie with the states as opposed to the Cauvery Management Board. In its verdict on February 16, the Supreme Court had reduced Tamil Nadu's share of water from the river Cauvery while Karnataka's part got a boost.

"All of us saw how Prime Minister Narendra Modi misused the office of Governor in Tamil Nadu".
