Iraq's electoral commission says a coalition led by Shia leader Muqtada al Sadr has won the election, with 91 percent of the ballots counted.

Saturday's election is the first since the defeat of ISIL past year.

It may be Abadi, Reuters reports, who has signaled a willingness to work with Sadr to form a working government.

Strengthened by his apparent victory in Saturday's polls, black-turbaned Sadr could now push his nationalist agenda that has seen him pledge to curb foreign meddling in Iraq.

A source familiar with ongoing talks between Iraqi political parties told Kurdistan 24 on Tuesday that the head of the Quds Force of Iran's Islamic Revolutionary Guard Corps Qassem Soleimani is now in Baghdad to meet with Shia parties in an attempt to prevent Sadr from choosing the new Premier.

He has extended a hand to a wide spread of parties - including the bloc of current Prime Minister Haider al-Abadi that lies in third place according to latest results.

He can not become prime minister as he did not run in the election, though his apparent victory puts him in a position to pick someone for the job.

He said in a sworn statement that he didn't take notes during his interviews, but was caught on video taking notes. A forensic examiner found no evidence that any picture taken on March 21, 2015, was deleted, the motion said.

But If Tehran overplays its hand by squeezing Sadr out of a coalition government dominated by its allies, it risks losing influence by provoking conflict between Iranian-backed Shiites and those loyal to Sadr.

Abadi - who came to power in 2014 as IS rampaged across Iraq - has balanced off the United States and Iran during his time at the helm. The government should be formed within 90 days of the official results.

An alliance of candidates linked to Iraq's powerful Shiite paramilitary groups was in second.

Political sources told AFP news agency on Tuesday that Tehran was already pushing meetings among his Shia rivals to seek a way to head off Sadr. Abadi has said he is ready to work with the victor of the election.

Sadr made a witty suggestion on Twitter as to who might be included in a future ruling coalition.
