Notley wouldn't go into detail, but did say she's confident that construction on the pipeline planned for later this year will happen on schedule, as daily talks between Alberta, Kinder Morgan and the federal government continue.

"I want to assure Albertans that the discussions are focused on the only outcome that is acceptable to us and to a growing number of people across this country, including a majority in British Columbia, and that is the construction of the Trans Mountain pipeline", Notley said Thursday after revealing a new billboard ad campaign touting the line's benefits.

The City of Burnaby also filed an appeal with the Supreme Court of Canada today (Wednesday) over the NEB decision made past year that allows Trans Mountain to bypass Burnaby tree and permitting bylaws.

He said the Alberta-to-B.C. pipeline would carry what he called "dirty tar sands oil", a term favoured by industry opponents.

The city is appealing a ruling which said Kinder Morgan is not required to comply with two sections of Burnaby's bylaws on land and tree clearances as it expands the pipeline, which will triple the amount of diluted bitumen and other oil products moving between the Edmonton-area and port facilities in Burnaby.

The company threw the $7.4-billion expansion into doubt last month when it stopped non-essential spending on the project and spelled out a May 31 deadline to restore certainty.

She portrayed that legislation as a surgical strike to get the Kinder Morgan pipeline built. Trudeau's government approved expansion of the Trans Mountain line in 2016, but the B.C. government has been fighting it.

Phillips also announced an $88-million program funded by the provincial and federal governments to promote industrial efficiency.

"If it becomes necessary to use the power that Bill 12 gives us - the power to strategically deploy our resources - we will", Notley said Thursday. Opposition United Conservative house leader Jason Nixon said his caucus is fighting to keep the bill on the floor to get it passed sooner.
