Following the failed vote on the British draft, the council adopted a rival Russian draft that did not mention Iran and simply renewed the United Nations sanctions regime on Yemen for a year.

Russian Federation on Monday vetoed a United Nations Security Council (UNSC) resolution that expresses concern over Iran's violations of UN sanctions in Yemen.

A resolution needs nine votes in favor and no vetoes by Russia, China, the United States, France or Britain to pass.

"The situation in Yemen is far more complicated than frequently we are made to believe", said Russian Ambassador to the U.N. Vassily Nebenzia. "We already voiced our concern regarding the conclusions of the panel of experts' report on Yemen, which said that Iran was in noncompliance with the arms embargo imposed by resolution 2216", passed in 2015. The resolution would also commit to future action against Tehran.

Sitting in for U.S. Ambassador Nikki Haley, who is on a visit to Central America, Ambassador Kelley Currie, told council members that: "Russia's veto today serves only to protect Iran's efforts to destabilize the region and spread its malign influence".

The British-drafted resolution against Iran at the UN Security Council over the Yemen conflict would be helping the "aggressors", Foreign Ministry spokesman Bahram Qassemi said on Monday, slamming the British government for its "dishonest" behavior.

But on February 26, Nebenzya said the US conclusion that Iran had supplied the rebels was "uncorroborated" and he said the evidence "requires verification and discussions within the sanctions committee" before the United Nations council can act on it. "If we're not going to get action on the council then we have to take our own actions". "Such blame games are being played by those who are fanning the flames of war and bloodshed in Yemen". The same report stated that although some weapons supplied to the Houthis were of Iranian manufacture, there has been no "sufficient evidence to confirm any direct large-scale supply of arms" by the Iranian government.

The US immediately lashed out at Moscow for its veto, blaming Russian Federation for shielding a "terrorist-sponsoring" Iran.

A Saudi-led coalition has been bombing Yemen nearly daily since 2015 as itattempts to dislodge Huthi rebels who seized control of the capital, in a conflict that has triggered the world's worst humanitarian crisis according to the United Nations.
