The Pentagon's budget request earmarks $US10.7 billion for the purchase of 77 F-35 fighter jets made by Lockheed Martin Co as well as $US2 billion to purchase 24 Boeing Co F-18 Super Hornets.

The Pentagon would spend $48.9 billion in Afghanistan, almost $2 billion more than last year, while the fight against Islamic State in Iraq and Syria would receive $15.3 billion, an increase of $2.3 billion over last year.

The Defense Department proposed Monday a 2.6 percent military pay raise for 2019 that would come on top of the 2.4 percent increase this year.

Given the current crisis over North Korea's nuclear missile program, the upcoming anti-missile defense assessment could have the most short-term impact on United States defense posture. The remaining $30 billion of the total is allocated for Department of Energy nuclear programs and a few other accounts.

The proposal of aid to Pakistan comes weeks after Trump administration suspended almost $2 billion in security assistance to Islamabad.

The $686 billion (Dh2.5 trillion) spending plan - up from $612bn in 2018 - is framed in the context of the Pentagon's latest national defence strategy, and contrasts with the State Department's budget, which calls for steep cuts in spending on aid and diplomacy.

The request aligns perfectly with a two-year budget deal that Congress struck and the president signed last week that clears the way for the $716 billion for national defense spending.

The deal Congress approved early Friday also sets the Pentagon's 2019 budget at $716 billion, giving Mattis the financial stability he's been demanding.

The Pentagon also would invest more heavily in the ship-based Aegis system and the Army's Patriot air and missile defense system.

The policy bill included money for as many as 28 additional Ground-Based Interceptors - anti-missile missiles that would be launched from underground silos in Alaska in the event the USA chose to try to shoot down a North Korean missile heading toward the United States.

The OCO request also calls for $6.5 billion for the European Defense Initiative, which includes $200 million for Ukraine to "build capacity to conduct internal defense operations to defend its sovereignty and territorial integrity", a clear signal to Moscow that the USA stands with Kiev in its fight against separatists backed by Russian Federation in eastern Ukraine.
