On Monday, the White House will unveil its long-awaited infrastructure plan, fulfilling a signature campaign promise of President Donald Trump that pledges $200 billion in federal spending.

White House officials said they hope the long overdue need for repairing crumbling bridges, roads and other infrastructure, and popular support for such fixes, will draw strong bipartisan support in Congress for the plan.

The administration official said the $200 billion in funding will be included in the president's budget request, also out Monday, and said the administration plans to "pay for the $200 billion out of savings from other areas of the federal budget".

But there's one major hole in the White House's proposal, Mr. Trump's plan relies nearly entirely on funding from entities outside the control of the federal government.

Michael Pagano, dean of the College of Urban Planning and Public Affairs at the University of IL at Chicago, said the Trump administration attempt to leverage local government funds for infrastructure may not work because municipalities don't have the money.

The White House is pointing to a wide variety of potential cuts in its budget proposal that could be used to offset the costs of the plan.

"Taxes are one of the ways that state and local governments could raise revenues, but are certainly not the only ways", another senior administration official told CBS News.

In advance of the plan's release, House Democrats announced their own proposal, which calls for five times the amount of federal funding to be made available.

An additional $20 billion would go toward "projects of national significance" that can "lift the American spirit", such as New York's Gateway tunnel under the Hudson River. Fifty billion will be directed towards improvements exclusively in rural infrastructure in the form of block grants to state governors, allowing them to select what projects to direct the funding towards.

Last month, Transportation for America issued a statement that said, in part, "We want new projects to be selected competitively with more local control, spurred by innovation and creativity".

"So the way the incentive program works is, come with revenue and come with a project, and your score is higher based upon the share of non-federal revenue that you have in your project", the official said.

In its background briefing, the White House said the permitting overhaul would require both actions by Congress and regulatory changes that could be accomplished under executive authority. An Obama-era grant program that focused on fixing environmental problems and reducing energy dependence will also be cut. And it would provide job training for workers.

"The way that we get to $1.5 trillion is we could be putting 10 percent or 20 percent in terms of the cost of that project". Gribbin said the White House is open to that idea, but hasn't ruled anything out. "And the reason we went from a trillion to $1.5 trillion is because we've actually received a, sort of, more enthusiastic response than we anticipated from state and local governments". Gribbin committed to leaving major pots of money intact, such as the Highway Trust Fund, but said that some existing spending may be "repurposed".
