The first boost this June is expected to benefit 94,000 minimum-wage earners and Bains said the Fair Wage Commission made their recommendations based on consutlations across B.C.

"Overall, we are in support of predictable wage increases but we do feel it should be part of a bigger strategy and measuring the outcomes is really key to that as well", he said. The starting wage climbed from $11.60 to $14 an hour.

The BC Federation of Labour released a statement saying a three year wait for a $15 minimum wage was "disappointing", while the Surrey Board of Trade said the timeline was too quick.

Hogan tells CTV News it helped create better working conditions.

JJ Bean chose to give its Vancouver employees a wage increase after Ontario hiked its minimum wage from $11.60 to $14.

Currently, B.C.'s minimum wage is $11.35 an hour.

400,000 workers, or 20 percent of workers in B.C., now earn less than $15 an hour. That will be followed by a $1.20 increase a year later, then smaller raises in the following two years to reach $15.20 an hour on June 1, 2021.

The move follows the recommendation of the Fair Wage Commission, struck by the NDP and Greens after they took office previous year.

On Thursday, Premier John Horgan said the panel advised moving to $15.20 with increases between now and 2021.

"Like all British Columbians, our lowest-paid workers deserve a fair shake and a fair wage".

The BC Federation of Labour is praising the announcement of a $15 minimum wage in BC's future, but is disappointed that it'll take another three years to get there.

The federation president is calling for the government to move "more decisively" when it comes to minimum wage exemptions for restaurant servers and farmworkers. One in seven holds a post-secondary degree.

Commenting on the plight of minimum wage workers he said: "They shouldn't have to rely on foodbanks".

"Our small businesses, especially those in the service sector, are vulnerable to increasing costs from various sources. I am especially concerned that this may be the straw that breaks some of them", board-of-trade CEO Anita Huberman said in a statement. "I'm thankful for the incredible work done by the members of the Fair Wages Commission, who worked together to come up with a fair path forward".
