Senate leaders announced a budget deal Wednesday to increase federal spending by about $400 billion over two years - a proposal that's nearly sure to face significant resistance in the House.
President Donald Trump ended the Deferred Action on Childhood Arrivals (DACA) programme in September past year, which had protected the youth - better known as Dreamers - from deportation. "In addition to helping our military and #Veterans, this bipartisan agreement will provides funding for disaster relief efforts".
Majority Leader Mitch McConnell of Kentucky called the plan a "significant agreement" that gives both parties what they want.
"This budget deal is a genuine breakthrough", saidSenate Minority Leader Chuck Schumer (D-New York), adding that it consigns the "arbitrary. sequester caps to the ash heap of history".
The budget bill, which was unveiled by Republican and Democratic senators on Wednesday, was welcomed as a rare showing of political cooperation in Washington, which has been plagued by months of squabbling.
This reinforces an important nuance that is lost on many outside of Washington, D.C. - Democrats in Congress are a powerful part of the negotiating process and are able to secure legitimate legislative victories despite not controlling the House, the Senate or White House.
Ryan's spokeswoman, AshLee Strong, said, "Speaker Ryan has already repeatedly stated we intend to do a DACA and immigration reform bill - one that the president supports".
McConnell previously promised SenateDemocrats that he would bring up a bill on the chamber floor to address the pending expiration of the Deferred Action for Childhood Arrivals program if the government stays open past February 8. It does not, however, include any immigration provisions, which the Democrats have been clamoring for. However, Nancy Pelosi announced that she opposed the deal unless Paul Ryan would agree to allow a similar vote in the House.

"But if the numbers are as high as we're hearing, Rep. Meadows does not support the budget deal", Williamson said.
Senate leaders reached the agreement Wednesday afternoon on the proposed budget, which would increase federal spending by about $400 billion over two years.
President Donald Trump is playing hardball saying he'd rather see another government shutdown than see the impasse on immigration continue. The bipartisan compromise is expected to pass the Senate on Thursday. "Without a commitment from Speaker Ryan comparable to the commitment from Leader McConnell, this package does not have my support". "I think it's the best deal we can get".
A source close to the House Freedom Caucus, a hardline conservative group of roughly 30 members, said the group was not supportive of the deal.
Schumer said the deal would extend the Children's Health Insurance Program for 10 years, four more than the extension Congress just enacted.
With federal funding due to run out at midnight on Thursday intense negotiations took place in the US Capitol in recent days to try to salvage a deal. It includes a long-sought defense spending boost that was the top goal of Republicans who lead both chambers in Congress and gives more funding for domestic programs sought by Democrats.
Some form of a debt ceiling increase will be in the final deal, two sources with direct knowledge tell CNN.
