The Kentucky Republican is demanding a vote on his call to reimpose stiff spending caps on Congress before he will consent to a vote to pass the budget deal reached by GOP and Democratic leaders. It seemed poised to easily clear the Senate - until Thursday afternoon.

The Trump administration instructed federal agencies to get ready for a possible government shutdown as Congress moved closer to the midnight Thursday deadline without passing a funding bill, CNBC confirmed.

Congress is expected to vote on the bill Thursday, but it's being held up by Sen.

In an interview with Fox News's Neil Cavuto, Paul explained his plans to try and delay the vote.

Paul said he could favor opening the bill up to amendments and allowing a vote on an amendment to impose lower spending caps, which would likely fail, to make a point about the danger of increased debt. Paul said he wasn't pushing for a government shutdown. "I'm also not advocating for keeping the damned thing open and borrowing a million dollars a minute".

The senator wants just 15 minutes to debate, but nobody wants to have it pointed out what an "eyesore" this deal is to conservatives, he mused.

Liberal Democrats object to the deal because it does not include protections for undocumented immigrants who came to the U.S.as children and whose Obama-era deportation protections will expire next month. The House would still need to vote on the spending bill after that before it was sent to President Trump for his signature. House conservative have the same objections as Paul, arguing that it will pave the way for big spending and ballooning deficits.
