Nursing Homes And Emergency Preparedness

Florida Keys, airports partially re-open after Irma rips through state The Latest: Mayor: 5 dead from nursing home that lost power
Herman Weaver | 17 September, 2017, 07:00

Attempts by Reuters to reach an official of the for-profit Rehabilitation Center at Hollywood Hills home by phone and email were unsuccessful.

The Hollywood Police Department has opened a criminal investigation into the deaths.

"We are devastated by these losses".

Near the point of despair, remembering to take her medicine or locating her cane are nearly insurmountable challenges.

But by early Wednesday, the centre had placed three calls to report patients in distress, prompting firefighters to search the facility.

In the middle of the video, the camera moves into the hallway where a naked woman is hunched over on what appears to be a hospital bed.

MARTIN: But it does seem like every time there's a natural disaster, there are these stories of people passing away in nursing homes.

The Department of Corrections, which evacuated more than 12,000 inmates and on Thursday said some inmates will remain at alternative locations until road conditions improve and facilities can undergo necessary repairs, put its costs at $21.55 million.

Six patients at a sweltering Hollywood nursing home died in Hurricane Irma's aftermath, authorities said Wednesday, as people confronted a multitude of new hazards in the storm's wake, including oppressive heat, brush-clearing accidents and lethal fumes from generators. Another 18 patients in an adjacent behavioral health facility also were evacuated. It comes after eight of the residents there died.

The center, which police sealed off as a crime scene on Wednesday, was officially ordered closed to new admissions by the state's Agency for Health Care Administration.

A state inspection of the facility a year ago found a series of violations including multiple "medication errors", "overflowing trash in bins", and general "disrepair" leaving many wondering why the facility was still open. The state health care agency listed the centre as among the lowest-ranked 20 percent of all nursing homes in Broward County. Defede said. "At the time this incident occurred, you have to remember when the first patients were dying, there were 150 nursing homes across the state that did not have power". Many communities are still cleaning up or without power or air conditioning.

Gov. Rick Scott announced Thursday night that he has directed the Agency for Health Care Administration to terminate the center as a Medicaid provider.

"It is 100 percent the responsibility of health care professionals to preserve life by acting in the best interest of the health and well-being of their patients".

The centre said in a detailed timeline of events released Friday that it repeatedly was told by Florida Power and Light that it would fix the transformer, but the utility did not show up until Wednesday morning, hours after the first patients began having emergencies.

The nursing home has a history of safety violations and citations, including two for not following generator regulations in 2014 and 2016.

The facility has had a spotty inspection record, earning a "below average" grade Medicare's nursing home rating system.

Federal law now requires that nursing homes be kept between 71 and 81 degrees and have a backup power source in case of emergency.

Stepped-up safety checks were conducted around the state after eight deaths at the Rehabilitation Center at Hollywood Hills, which shocked Florida's top leaders as they surveyed destruction from the punishing storm. "At what point is it enough?" said Hollywood, Florida, Mayor Josh Levy. "Portable A/C units were being used in the facility, but the facility was excessively hot".

Mary Della Ratta, 94, sits by a battery powered lantern in her home three days after Hurricane Irma knocked out power in Naples, Fla., Wednesday. The power generator was working, and the staff stocked up on seven days' worth of food and water.

Officials acknowledged many of those questions at Thursday's briefing, but they also said they're still working on definitive answers. He added that "I don't know what he's going to do".

With a moratorium in place and an ongoing criminal investigation, the residents of Hollywood Hills will find new homes at other facilities, said Storey.

"It made me feel like normal", she said.

At another assisted living facility near Miami, the manager said the building lost power Tuesday morning well after the hurricane had passed.

On Thursday, one of the latest deaths reported involved cleanup crews in Coconut Grove, Florida, finding the body of a man under a pile of seaweed in a boat, a local ABC affiliate reported.
