Conservatives such as Kentucky's Rand Paul and Utah's Mike Lee said the Senate bill, officially the Better Care Reconciliation Act of 2017, fell well short of repealing Obamacare - which has been the GOP mantra since 2010 when the Affordable Care Act become law.

The majority of that set of people, at 42 per cent, acknowledge that there are issues with Obamacare and want the problems fixed while leaving the legislation in place in the interim.

Meanwhile just 11 percent of independents and 2 percent of Democrats feel that way.

Forty-six percent of voters said they would be less likely to support the re-election of a senator or congressman who votes to replace Obamacare with the GOP plan. "I had another family member who was forced to get insurance that they really can't afford".

That leaves McConnell still short of the votes he needs to push legislation through the Senate repealing much of President Barack Obama's health care overhaul. A poll conducted by NPR, PBS News Hour and Marist found that just 17% of Americans approve of the BCRA, while 55% disapprove.

Almost as many, 40 percent, said they don't know enough about it to have formed an opinion. The growing opposition within the GOP, plus the CBO report, prompted McConnell and other Republican leaders to delay any votes this week. But at some point, we need to take them at their word: This is what they believe, and they are willing to risk everything - their reputations, their congressional majorities, and Donald Trump's presidency - to get it done. To do that, "my sense is the 3.8 percent repeal will go away".

Twenty-seven years ago, that's exactly the kind of health plan McConnell pledged to fight.
