Gov. Roy Cooper formally vetoed the budget Tuesday morning as Republican legislators moved to finalize the budget plan without the Democrat's support.

In a press conference flanked by North Carolina teachers, Cooper acknowledged the GOP super-majority in the N.C. House and Senate have the votes to override this veto as well.

Cooper has said the plan doesn't do enough for public education and economic development and criticized tax cuts, which get implemented in 2019, that benefit the highest wage-earners and corporations. The Republican-dominated Legislature overrode Democratic Gov. Beverly Perdue's veto in 2011. "In the end, I will listen not only to the governor, but also our residents before making a final decision about which way to go on a vote to override his veto".

Cooper has blasted the budget as "irresponsible" since the compromise bill was released last week, but his veto arrived almost 24 hours after he said Monday he would veto the budget "today".

"By rejecting our fourth consecutive teacher pay raise - this time totaling 10 percent on average - a major middle-class tax cut, and much-needed Hurricane Matthew relief, Gov. Cooper has broken some of his biggest promises to the voters, and they will hold him accountable".

Cooper also mentioned budget provisions he said infringe on his ability to carry out laws - arguments his lawyers already have made in court about other laws that eroded gubernatorial powers and that he sued over.

"If you look at the tax package by percentage, it is probably one of the more fair tax packages you will see anywhere", continued Saine, standing just outside the House floor during what might be the legislature's last week in session this year.

This marks the second time in state history a governor has vetoed a budget. His office and fellow Democrats also have complained that the most veteran teachers would get only a $300 raise and $385 annual bonuses in the budget.

Senate leader Phil Berger read his letter to Cooper responding to the veto. A change in the tax break for children starting in 2018 also should benefit low-income families more.

State Sen. Don Davis, D-Pitt, said the budget was "friendly to eastern North Carolina" and wanted to hear what residents in his district, which encompasses all of Greene and parts of Pitt and Wayne counties, had to say.

Cooper's budget increased spending on education by $755 million next year. Republicans have overridden the previous four.
