Earlier, police made a 16th arrest in connection with the Manchester suicide bombing at a concert by USA singer Ariana Grande, the deadliest attack in Britain for 12 years.

"We believe Abedi was in possession of this case in the days before the attack", Jackson said.

The developments come a week after 22-year-old Salman Abedi, a British-born university dropout of Libyan origin, detonated his device outside a pop concert by teen idol Ariana Grande, killing 22 people including six children under the age of 18.

"We have no reason to believe the case and its contents contain anything unsafe, but would ask people to be cautious", said Jackson.

Police officers stand on duty by cordoned-off residential property on Montcliffe Crescent in the Whalley Range area of Manchester as they continue their investigations in the wake of the May 22 Manchester Arena bomb attack.

A 23-year-old was held in the small seaside town on suspicion of terror offences in the early hours of Monday morning, GMP said.

One week after the Manchester Arena attack, British authorities confirmed Monday that the nation's intelligence agency, MI5, has launched an internal investigation of how it handled information about suicide bomber Salman Abedi.

"This is a different item than the one he used in the attack".

None of the men arrested have so far been charged with a crime and police have up to 14 days in which to do so under special anti-terrorism laws.

A United Kingdom government official had previously been quoted by the BBC as saying Abedi was one of a "pool" of former subjects of interest whose risk remained "subject to review" by the security service and its partners.

Police said they have arrested a large part of the network behind the bombing, which killed 22 people at a concert hall, and three more men were arrested over the weekend as police continued to close in on the group.

Abedi's elder brother Ismail is among the suspects being held in Britain, and a younger brother and Abedi's father have been detained in Libya.

Police officers stood on guard at the entrance to the Viridor site and also at a public footpath around it.

British media have reported that two people who knew Abedi made separate calls to an anti-terrorism hotline to warn the police about his extremist views.

"But I would not rush to conclusions, as you seem to be, that they have somehow missed something".

Despite questions being raised over the suitability of MI5 investigating itself, Home Secretary Amber Rudd told broadcaster on Sky News: "I think it is right that they do this".

The Greater Manchester Police are also interested in the alleged attacker's whereabouts in the four days prior to the attack.

Prime Minister Theresa May announced that troops will gradually be withdrawn from the streets from today, and the terror threat level is being de-escalated from "critical" to "severe".
