Residents fleeing the besieged city of Marawi are questioned at a checkpoint by government soldiers, Friday, May 26, 2017, in Bal-oi township, southern Philippines. Army tanks packed with soldiers rolled into the southe.

"Setbacks in Syria and Iraq have heightened the importance of other theatres for ISIS, and in Southeast Asia, the focus is the Philippines", said Sidney Jones, director of the Institute for Policy Analysis of Conflict, based in Jakarta. Up to 90 percent of Marawi's population of 200,000 has fled, while those left in the city wave white flags to signal they are not militants.

Mindanao Island is under military rule as Duterte tries to filter out Islamic State-linked rebels who have claimed seige to a southern city.

Mohammad Usman, a 49-year-old Marawi resident, said some people are likely trapped with no way out.

"There are certain foreign elements here who have been in the country for a long time, aiding these terrorists in skills-related to terrorism primarily bombmaking", he said.

The imposition of martial law in the midst of Duterte's "war on drugs", in which more than 7,000 people have been killed since June, raises grave concerns of ever-widening human rights violations in the country, Human Rights Watch said.

According to the sources, they could not estimate the number of Malaysians in the area but believe many foreigners are with the militant groups, including Abu Sayyaf in Mindanao and Basilan. It was not clear whether civilians were among the dead.

"We are monitoring chat over the Internet and other channels which are IS related", the nofficial said. "I'm just praying that the bullets will not find their way to my house and hit us".

Long queues of pickup trucks and jeeps crammed full of people and loaded with belongings crawled along roads into nearby towns as troops searched vehicles for weapons and bombs.

Critics chided Duterte for what they saw as an overreaction in declaring martial law on an island the size of South Korea and the second biggest in the Philippines, after an incident in one city.

British police make 10th arrest in Manchester bombing probe
On Monday (May 22) a suicide bomber took the lives of 22 people who attended a sold out Ariana Grande concert at Manchester Arena. Secretary of State Rex Tillerson will make his first official visit to London to meet with his counter-part, Boris Johnson.

Duterte clarified on Wednesday that the martial law declaration allows for warrantless arrests, suspension of the writ of habeas corpus, and extrajudicial killing.

Hapilon, an Arabic-speaking Islamic preacher known for his expertise in commando assaults, pledged allegiance to the Islamic State group in 2014. He is at the nexus of several militant groups that are trying to merge into a more powerful force.

"We have not seen any concrete evidence of material support from IS", military spokesman Brigadier General Restituto Padilla said Thursday. But he added that the smaller groups "are working to really get that recognition and funds, of course". The United States has offered a $5-million reward for Mr Hapilon's capture.

The military says Hapilon, a leader of Abu Sayyaf, which is notorious for kidnappings and piracy, sought an alliance with the Maute brothers and was wounded in airstrikes in January in Lanao del Sur. The military has not explained how the raid on an apartment hideout resulted in Maute gunmen going on the rampage and taking over roads, bridges and buildings.

The operation comes as the city enters the fifth day of a siege by government forces. Once again, Hapilon escaped.

With much of Marawi a no-go zone, confusion reigned.

"It is in this light that there is a need to deliberately employ forces and air assets to target with precision selected, identified, and already isolated terrorist locations", Galvez said.

A Muslim militant group that is tactically smart, savvy with social media and eager to align with the Islamic State has emerged from the glut of bandit and separatist groups in the southern Philippines, and so far has proved to be more than a match for the military.

"We condemn the terrorist acts that have caused the loss of many innocent lives, the burning of homes, public buildings, including a Protestant school dormitory and a Catholic Cathedral", Quevedo said.
