As with every federal budget, this week's proposal announced by the director of the office of management and budget Mick Mulvaney is simply the first step in what will be a protracted process.

Republican Representative Tom Cole, who represents an Oklahoma district that the Almanac of American Politics described as "countrified", predicted "Congress would look at some of those things differently" from the Trump administration's budget. Democrats charged that Trump's cuts would rip apart the social safety net.

Pramilla Jayapal of Washington told Mulvaney that cuts to food stamps, payments to the disabled, and other programs are "astonishing and frankly immoral".
