While these data clearly reflect the fact that convicted criminals are an immigration enforcement priority, ICE said Homeland Security Secretary John F Kelly has made it clear that ICE will no longer exempt any class of individuals from removal proceedings if they are found to be in the USA illegally.

The numbers released by Acting Immigration and Customs Enforcement Director Thomas Homan provide a snapshot of how the new president is carrying through on his campaign promises to make immigration enforcement a top priority.

Nationally, 41,318 individuals were arrested on civil violations of immigration law between January 22 and April 29; the number was 30,028 for a similar period a year ago.

While arrests of immigrants targeted by agents rose, the number of deportations fell 12 percent during the period, Homan said.

According to the advocacy group CASA, 30-year-old Liliana Cruz Mendez of Falls Church was arrested Thursday after going with her lawyer to a check-in appointment at Immigration and Customs Enforcement regional headquarters in Fairfax. ICE has arrested 30,473 criminal aliens this year-20 percent more than the 25,786 arrested over the same period a year ago.

More than 40,000 immigrants have been arrested since this order was issued, a 38% increase from the same period past year, ABC News reported.

Immigration arrests doubled in the Miami and Dallas metro areas. To advocates, entering the US illegally is a civil crime not worth punishing.

"We all have immigrants in our states and we have seen the real fear these policies have engendered", Healey said.

"Many of witnesses that allowed us to do this by their statements - also have immigration issues", said Beck.

At the same time, the wider net has frustrated some local law-enforcement officials who have pointed to evidence that arrests, especially those at courthouses, were discouraging unauthorized immigrants from reporting crimes. But opponents blame such policies for the rise in non-criminal immigrant arrests.

According to the ICE press release, the agency has followed all protocols, and all appropriate state health and local law enforcement agencies have been notified about the death.

Under its current policies, ICE does not generally conduct enforcement activities such as surveillance, interviews, searches and arrests, at certain "sensitive locations".

Now, Marin says, agents encounter more spouses, relatives and co-workers who did not commit crime but were here illegally.

Nearly 75 percent of those arrests are convicted felons, according to the report, with charges ranging from homicide to drug trafficking, representing a 20 percent increase in arrests since 2016, as The Atlantic continues.
